Block

A geopolitical bloc is an organization of countries with a leader (usually the founder) and a series of members who have a military alliance.

The members who compose it are nations that cannot attack each other and will be reflected as part of this block, with the same color, in the vision of blocks of the map. The leader of each nation, and no one else, can choose to join (after voting the members of the block) or leave the block immediately.

Diplomatic agreements (military agreement and open borders) are decided by a vote between the Member States, as well as the entry of new members (by majority).

In the votes the leader of each nation participates, contributing a single vote in the Bloc leader elections and in the diplomatic agreements.

The leader can dissolve the block immediately, change the shield, the description and the name. There is a big role in each block and tends to position the leader in the head of decisions. This varies between blocks, however.

There are often channels of communication outside the RR platform for the exchange of information and the organization of wars. Telegram is mostly employed.

Independence

Independence of a region

Independence is the emancipation of a region of a state for its birth as a new state. It is a process with established steps that can be terminated in a legitimate state or in its annexation to another state. Culaquier region outside the peace period can begin in the independence process.

The independence of a region is achieved in several ways:

Independence Act

The law of independence for the region (non-capital) is approved in the Parliament of the nation of origin.

Revolution

You win a revolution in the region to become independent. They must attack from within, in the region itself, and win the battle to the defenders.

Coup d'etat

A coup d'état is won in the region to become independent. They must attack from any place and win the battle to the defenders.

Independent region

Once the region becomes independent it suffers the following changes:

Stop belonging to a state, there is no government or parliament. Borders open, anyone can travel there and get residence in the region. This makes it enter the period of peace, which lasts 7 days. In this interval, no attack can be initiated in which this region is involved, but those opened earlier are still ahead. If the independent region conquers a territory, both regions form an independent country that follows the same process of independence.

Independence process

0 days-independence begins, borders are open and the residence can be obtained by traveling to the area. New parties can be founded, even if the old ones remain.

1 day-parliamentary elections begin in the region. Those who meet 24h of residence will be able to vote for existing parties in the region at the time of the elections.

2 days-The parliamentary elections end and Parliament is functional. Laws may be passed by majority after 24h or immediately at the time of reaching the absolute majority.

Securing a Region

Accounts need to be mobilized to seek residency in the first 24 hours of independence and to create a party in the region in order to be the most voted in the first parliamentary elections.

Once we have managed to control Parliament, take the votes out of Parliament and try to pass the laws to close borders and form a state as soon as possible.

    -> If Parliament is not yet in control, enter as many accounts as possible before the closure of borders and the formation of the state, since it is still possible to enter and get the residence for later elections.

    -> To close the borders, there is a need for a budget to supply its expenditure, or it will be reopened.

    -> You can recharge gold through ordinary laws, which despite being slower will give a first push to the national budget. This one appears once the state has formed, without any resource.

Once the law of shaping State is adopted, the presidential elections will begin to form a government. Residents over 24h will be able to vote. The next day, the winner will lead the government for the next 5 days, so it controls who comes in and can begin to normalize the management of the new state.

Future of the state

Since the creation of the state until this region can be consolidated or attacked, a seven-day peace period must be spent. After this date the owner of the region can be changed. The State Government is a republic. It may only be amended to other forms of government once the state has reached 30 days.

Forms of Government

Presidential Republic

Description:

There are elections every five days: parliamentary and presidential. They don't have to match, they're independent.

The president appoints the Foreign Minister (immediately dictates the laws on migration and foreign Affairs) and the Minister of Economy (Recharges, sells, modifies taxes and builds immediately). Governors can build and recharge immediately in their autonomy. 

The president names the charges and buys, but does not make any law immediately.

Benefits:

The charges (president, ministers and governors) earn 5 times more gold than in other forms of government. In this model of government the governors have power. The administrative laws are decided in Parliament by a simple majority, in a democratic way.

Cons:

It is easier to lose control of the country and administrative reforms are not directly approved (24h via Parliament).

Dictatorship

Description:

To decree it is necessary that the country has existed for 31 days and 80% of the parliamentarians approve it. Elections are cancelled and the dictator rules alone as Parliament disappears. The dictator appoints the economic adviser, who recharges the gold and builds immediately (does not make any immediate transfers). In this model of Government the governors have no power. Finally it is necessary to say that the dictator makes almost all the laws immediately.

Benefits:

There is a greater control of the country's decisions and power. Most of the laws are immediately approved by the dictator.

Cons:

The charges earn less gold. One or two people have all the decisions and the rest have no real power.

Monarchy

Description:

To decree it it is necessary that the country is a dictatorship since only one can pass of monarchy through the dictatorship therefore it is the dictator that decrees the monarchy. This will make the parliamentary elections start. The King appoints the economic adviser, who recharges the gold and builds immediately (does not immediately make transfers). In this form of government, the governors have no power. Finally, the monarch has the power of real decision and even if it does not raise it all the laws decide which are approved.

Benefits:

There is a lot of control over decisions in the country. The laws proposed by the king are often immediate and Parliament has an advisory nature in proposing laws.

Cons:

The King is finally the one who has the real power in Parliament, so both the governors and parliamentarians lose their right to vote and decide. To this we must add that the charges earn less gold.

Single party

Description:

To decree it is necessary that the country has existed for 31 days and 80% of the parliamentarians approve it. With this form of government the elections are held every 5 days and the most voted party occupies the seats, that makes the rest of the parties disappear from Parliament. The president appoints the Foreign Minister (immediately dictates the laws on migration and foreign Affairs) and the Minister of Economy (Recharges, sells, modifies taxes and builds immediately). It must be said that in this form of government the governors can build and recharge immediately in their autonomy. The president can name the charges and buy, but does not make any law immediately.

Benefits:

In this type of government you governors have power. The administrative laws are decided in Parliament by a simple majority, in a democratic way. And this form of government favors that little-voted parties cannot destabilize the organization.

Cons: 

Here we can see that the charges earn less gold. It must also be said that in this form of government it is easier to lose control of the country, and to this we must add the administrative reforms are not directly approved (24h via Parliament). And finally to say that only the most voted party has parliamentary representation.

Unipartisan system

Description

This system of government can only be decreed through dictatorship, that is, the country must be in dictatorship before being able to move to one-party systems. As expected, only the dictator can move to this type of government instantaneously. How can one expect, there is no election in this form of government, and only the dictator's party occupies parliament. The dictator appoints the economic adviser, who recharges the gold and builds immediately (does not make any immediate transfers). With this government the governors have no power and the dictator approves almost all the laws immediately, even if others propose them.

Benefits:

There is a greater control of the country's decisions and power. Most of the laws are immediately approved by the "dictator" and this must be added that there are more people who can propose laws and not just the "dictator" or economic adviser as it happens in the Dicadura.

Cons:

The charges earn less gold. Very few people can propose measures, and only one controls those that can be approved. The rest of the games have no representation.

Parliamentary Republic (autonomous)

Description:

It is given in autonomy where you have not appointed a governor, so no one assumes the position and there is only one parliament. The autonomous Parliament is occupied by the parties according to their electoral result. Elections usually occur every 5 days. In this form of government there is no governor and the autonomous Parliament has all the power of decision.

Benefits:

There is No more powerful figure than the rest and decisions are made democratically among all.

Cons:

In the Republic, no one can replenish gold at the regional level. Just the Minister of Economics, spending the state budget.

The passage of a law is the process by which a bill is adopted or disposed of.

There are three types of law approval:

Immediate law

It is accepted as soon as it is proposed. You can only do it a government charge, and with certain laws.

Ordinary law

It requires 50% of the positive votes to be approved. Most laws are approved this way.

Special law

It requires 80% of the positive votes to be approved. Only the law of proclamation of dictatorship and hegemonic party require approval in this way.

General considerations

A law is automatically approved at the time when 50% (or 80% in special) of the total of the Chamber ratifies it. If there are empty seats you take the total of the camera as the seats occupied at that time.

This vote cannot be rectified once it has been voted on. If you leave the party with which you get the seat and you cease to belong to parliament your vote disappears, although it recounts if you enter the party again (or you get a seat in Parliament) as long as the vote continues.

If a party disappears or ceases to belong to the nation of Parliament, the members who hold the seat lose it and their votes disappear from the laws. Parliamentarians cannot return to their seats since that party, but they do from another.

Elections

Elections are 24h votes where you can give a personal vote to the candidate or party you prefer from a default list for the game.

They are repeated in cycles of 5 days (4 + 1 day of voting), being independent of each other (because they are the votes of one does not have to be the votes of the other) although they can coincide the same day (by chance or by the leaders deliberately).

You can vote any user with level 50 or higher and present the residence in the region (24h) of the elections (except in the primaries).

We found four types of elections:

Party primary elections

Function: Determine the party list. The order of the list is chosen (for parliamentary elections) and the list-head (presidential candidate if the party won seats in parliament).

Candidates: All those members of the party at the beginning of the vote.

Voters: All members of the party until the end of the vote (even if you enter later, you can vote).

Forms of government: in all.

Leader presidential election

Function: To determine the leader of the nation, who will elect the rest of the government (Ministers and advisers).

Candidates: All party heads (first in the party list) of the nation if they won any seats in the past parliamentary elections. If the party stops being in a national region loses its candidate.

Voters: All residents in regions of the nation who have stayed 24h with the residence (after 24h with the residence you can vote). If you lose your residence your vote is not counted.

Forms of Government: in Republic and hegemonic party.

Parliamentary elections

Function: They determine the seats (percentage of seats of parliament by percentage of the total votes to the party) which takes each party of the nation. Of the seats obtained, within each match are allocated in order on the list.

Vote

Once every 5 days there is a vote to elect the leader of the Nation (presidential) and another to assign the seats of Parliament (parliamentary).

Depending on the form of government we find different #elecciones:

In Republic there are presidential elections (elect the leader of the Nation) and parliamentarians (vote to the party to get seats).

In monarchy there are parliamentary elections but Parliament is not so important. In dictatorship there are no elections of any kind.

To vote you need to have the residency in a region of the nation and carry at least 24h with residence in that country. When are the elections you will have a notice in the general profile:

Select the blue button and choose the party or candidate you want to vote for.

General considerations:

It is not possible to rectify your vote, so make sure you don't go wrong. The voting counters show you the time remaining until the end of the vote. Sometimes there is a second counter that tells you when you can vote (you need to have the 24h residency in the region before you can vote).

Laws

Typical laws

New building:

It builds the indicated amount of public buildings (not including military academies and factories). This has a cost corresponding to the number of buildings relating to construction. These laws can immediately accept the dictators, monarchs, ministers of economy and the governors, the latter in the Republic.

Resource browsing:

This law is put as the resources are spent for the work of the citizens. There is an invariable daily limit of recharge that is 2500 for gold and a momentary recharge limit that is up to a maximum indicated by the Deep Exploration level (being the maximum 637 points for gold). Dictators, monarchs, ministers of economy and governors in the Republic can accept it immediately.

Military agreement:

It allows to participate in a front in which the nation participates with whom you share the agreement from the territory of your nation (with the respective penalty by distance). This law is also symbolic as a guarantee of defence between nations, which can be respected or not. They can only be accepted immediately by dictators, monarchs and foreign ministers.

Deep Exploration:

Increases the deep-scan value of a resource in a territory for a week. There can only be one active at a time per region (you can have all your regions with a deep scan for each resource). These laws cost diamonds, gold and money. This law can only be accepted immediately by dictators, monarchs and ministers of economies.

Declaration of War:

You start an attack front from one region of your country to another region of a country from another block with land border to this region. On the terrestrial fronts are used bombers, ships, tanks or missiles (radiation). -they can immediately accept the dictators, monarchs and presidents with the charge of Commander (law).

Declaration of naval Warfare:

You start an attack front from a coastal region of your country to another region of a country of another block that is within reach. It must be said that this type of war lasts 48 hours and consists of two types of battles, the Naval battle (the first 24 hours of war) in which battleships are used and the landing (the other 24 hours of war), in which land troops are used. This law can be immediately accepted by the dictators, monarchs and presidents with the charge of Commander (law).

Declaration of spatial Warfare:

You start an attack front from a region of your country on Earth to another region of another block country on the moon. In this war space satellites are used, the most expensive troop of the game, during the day that the battle lasts. This law can be immediately accepted by the dictators, monarchs and presidents with the charge of Commander (law) and only if the selected region is of the 20 regions with more space ports.

Modification of the income tax:

Establishes a percentage of income nationwide. It is applied on the money ($) obtained by the gold work or fixed salary resources (always $). This law can be immediately accepted by dictators, monarchs and ministers of Economics.

Consolidation of the region:

Yield a region of your nation to another nation. The other state must accept this consolidation to succeed. This law cannot be accepted instantaneously, it lasts 24 hours since the country receiving the region puts the law in its parliament. How it is of usual, this law can only put it the President of the Republic, Monarch or dictator.

New election of Parliament:

This law initiates new elections to Parliament but does not convene the presidential elections. How you can see when you put the law, this law is not immediate approval but you have to wait 24 hours of the law.

Sell Resources:

It allows to sell resources and gold of the state coffers in the state market to a certain amount of money ($). Dictators, monarchs and ministers of economy can accept it immediately.

Transfer quote:

It sends resources and gold directly from some coffers to others. It is carried out between two states, from an autonomy to its own state or from a state to an autonomy. This law can be immediately accepted by dictators, monarchs and ministers of economy if they are state. Yes are autonomous are made in 24h.

The factories of tax exits:

It establishes a percentage of all the resources generated nationwide. It is applied on the resources obtained by the work in the factories (except gold). This law can be immediately accepted by dictators, monarchs and ministers of Economics.

Working in the non-residential region:

It prevents or permits working in the territory if there is no residence or work permit in the territory. This law can be accepted immediately by the monarch or dictator while in the Republic it takes 24 hours to settle.

Immigration Agreement:

It allows those in the nation in question to enter the territory of your nation freely despite having closed borders or having no work permit or residence. It can be done bilaterally from the other Parliament and from your nation can enter the other state. This law can be immediately accepted by dictators, monarchs and foreign ministers.

Market Rates:

It establishes a percentage to the sales of all the citizens who are in the territory and make a transaction (sale, not buy). It is applied on the money ($) obtained by the sale of resources or weapons in the market. This rate is extracted from the price set by the user. Dictators, monarchs and ministers of economy can accept it immediately.

Close/open borders:

It allows or impedes the free movement of persons who do not have work or residence permits or come from a state with a migratory agreement. Dictators, monarchs and foreign ministers can immediately accept it.

Change Travel Fee:

Sets a symbolic price (max. of 120k $) to be paid every time one of the regions of your state is stepped on. The value depends on the player's level, increasing progressively. They can accept it directly dictators and monarchs.

Size of Parliament:

It establishes the maximum number of parliamentarians in the Hemicycle (60, 80, 100 or 150). They can accept it directly monarchs.

Hegemonic party:

It changes the system of government to single party. This makes only one party able to get seats in parliament, the rest being left out. This law must be approved with 80% of the votes, only then it is done instantaneously. 31 days.

Change state title:

Changes the name of the territory to the selected text. They can accept it directly dictators and monarchs. They can also put this law to the parliamentarians but to be approved it needs a simple majority and that passes the 24 hours of the law.

Confirm Region Consolidation:

After proposing the law of consolidation of the issuing state, this law is approved in the receiving State so that the transfer of the region is done correctly.


Change the coat of arms:

Change the shield of the territory by the selected image. They can accept it directly dictators and monarchs. They can also put this law to the parliamentarians but to be approved it needs a simple majority and that passes the 24 hours of the law.

Commander of State:

It allows the president to declare wars instantly once he is declared a commander. This law cannot be approved instantaneously.

Proclamation of the Dictatorship:

It changes the system of government to dictatorship and in this way the dictator proposes almost all the laws to the instantaneously. The economic adviser (Minister of Economy) is able to propose them without accepting them and to recharge gold instantly. The dictatorship must be approved with 80% of the votes, only then it is done instantaneously. The nation must have fulfilled a minimum of 31 days from its formation.

Leader Processing:

Once approved, new presidential elections are convened. This law cannot be accepted instantaneously and only against presidents.

Residence:

It allows to alternate between granting residences freely (they are requested and accepted directly for finding you in that region) or accepts/denies the leader or the Foreign Minister in Republic. This law cannot be accepted instantaneously.

Autonomy Management:

Grants/eliminates autonomy over a region. They can only accept it directly dictators and monarchs. In Republic it must be accepted by a simple majority and must be waited 24 hours of the law.

Attach to Autonomy:

It allows to ascribe the selected region to a pre-existing autonomy, that makes it ends up being part of it. This law allows to form a superautonomy. As of usual, this law can directly accept dictators and monarchs. In the case of the Republic the law takes 24 hours and must be accepted by a simple majority.

Declaration of Independence:

The selected region ceases to belong to the state to be an independent region. Once their borders remain open, at 24h the elections will begin and it has a 1 week immunity. This law cannot be accepted instantly.

Transfer the state capital: 

The region selected as the state capital is designated. It counts as a warehouse point of the state budget and cannot be declared autonomy.

Appoint governor of the region:

Elects a person as governor of an autonomy from the national parliament. The governor can build and recharge gold in the region immediately. This law can directly accept dictators and monarchs.

Special laws

Form State:

After having parliament, an independent region can be established as a country. It initiates the elections of leader, which can not be named dictator nor to change the form of government for a month. It is decreed as soon as the majority of parliamentarians have accepted it.

DECLARE monarchy: 

The dictator becomes king, the form of government is changed to monarchy and parliamentary elections are convened. In monarchy the laws can be decreed by the parliamentarians, but the king decides whether they are accepted or discarded. This law can only be decreed by the dictator.

Declare single party:

The dictator remains, but a parliament appears with the members of the dictator's party. This form of government is similar to dictatorship, but with a parliament that can propose laws (accepted by the dictator exclusively). This form of government can only be decreed by the dictator.

Cancel Dictatorship:

The dictator disappears and elections begin to form a republic. The elections to the Republic jump simultaneously and a full and formal republic is decreed at 24h. It can only be decreed by the dictator.

Cancel Monarchy:

The King abdicates and calls presidential elections, that will make the form of Government becomes a republic. It can only be decreed by the monarch.

Buy in the state market:

It allows to buy resources in the state market for money ($) of the state coffers. You can only bid on the cheapest offer of that time. Only the leader and the Economist through the state coffers or the governor with the autonomic budget can buy in this market.

Change percentage of oil/minerals transferred to the budget:

It establishes a tax on oil and mineral worked. This law applies to the manager's factories. Only dictators, monarchs and economy ministers from the computer can aceptarlade immediately. But it must be said that this law is now obsolete.



Autonomies

  • Autonomy is enacted in a region other than the capital of a country in the national parliament. Once the law has been approved, elections to the autonomous Parliament are initiated among the parties of the region.
  • The national parliament can appoint a governor, who will receive gold pay for his office and remain in power until by law is assigned to another or cancel the autonomy. If the country's form of government is a republic, the governor will be able to replenish resources and build buildings instantaneously.
  • Autonomies have some self-management and their own coffers. 
  • The taxes and laws applied in the autonomy have their effect differentially in the territory with respect to the national standard, although the national decrees modify and update their state, imposing itself.
  • The Profit division establishes the percentage of the taxes that will stop in the coffers of autonomy. The rest goes to the national budget. This is manually modified by the Minister of Economy, the monarch or the dictator.
  • If you are granted independence, the coffers are now held as a state budget.
  • An autonomy has a distribution of resources that splits the taxes between the state and the autonomy.
There is an error in which it is possible to have a great autonomy of a region

Macro autonomy or great autonomy

  • When several regions are attached to an autonomy, autonomy changes in form, becoming a great autonomy.
  • It works the same as autonomy, but it can adopt a shield and its own name, which must be voted by internal Parliament.
  • A new tab appears with the profile of the great autonomy, since it is not managed from the profile of the region itself as happens with the ordinary autonomy.
  • They cannot be formed by more than four regions, and all of them must be adjacent or at a distance of less than five hundred kilometres between them.
  • Each region of the great autonomy has an independent distribution of resources, with which the same great autonomy may have regions with different values of distribution.
